Velur has scripted history by becoming the first grama panchayat in Kerala to achieve complete National Legal Guardianship, ensuring both legal protection and self-reliance for persons with disabilities. The milestone was achieved by distributing legal guardianship certificates to all eligible individuals above the age of 18 covered under the National Trust Act.
At the heart of this achievement is the Thalir Buds Rehabilitation Centre, established in 2023 under the leadership of Velur panchayat. Built at a cost of ₹80 lakh, the centre has become a hub of empowerment, offering 26 different vocational training programmes. From making squash, jam, LED bulbs, and decorative LED stars, ornaments to various crafts, the centre is equipping differently-abled individuals with livelihood skills.
The centre also provides therapies, computer training, and certified vocational courses for both individuals with disabilities and their caregivers. Products made as part of training are sold, and the revenue is distributed among the students. Agricultural therapy through vegetable cultivation and flower farming during Onam seasons adds another dimension to their journey toward self-sufficiency.
Beyond disability inclusion, Velur panchayat has also made significant strides in palliative care. Each day, a dedicated team comprising a palliative nurse and ASHA workers visit bedridden patients in their homes, delivering both medical and emotional support. With 17 ASHA workers, one staff nurse, two assistant pharmacists, a lab assistant, and six wellness centres, the panchayat ensures comprehensive community health services.
By combining legal empowerment, rehabilitation, livelihood training, and healthcare, Velur has set a benchmark in inclusive governance—showing how a local body can truly transform lives.
