SAP, German enterprise application software and business AI provider, on Friday (September 19, 2025) launched its SAP Sovereign Cloud in India, to ensure additional safety for the country’s digital journey.
SAP Sovereign Cloud was being offered in compliance with India’s National Information Security Policy & Guidelines (NISPG), the new offering empowers governments and regulated industries to modernise with cloud and AI while retaining full control over their most sensitive data and systems, SAP said in New Delhi.
Amid shifting global dynamics and the unprecedented growth of AI-driven innovation, SAP Sovereign Cloud in India is expected to strengthen cloud innovation with four key dimensions of control: data, operational, technical, and legal sovereignty. Together, these capabilities empower Indian customers in the regulated industries to build a secure, compliant, and future-ready digital ecosystem with the core foundation of innovation, as per the company.
“Digital sovereignty supports public sector and regulated industry customers in creating a foundation that is secure, resilient, and future-ready for growth,” said Martin Merz, President, SAP Sovereign Cloud, while addressing a media conference.
With the new offering, SAP was proud to support India’s path as a growing hub for innovation—offering customers (public enterprises) freedom of choice to embrace cloud and AI while retaining full control over data and operations, he added.
According to SAP, SAP Sovereign Cloud is designed as a full-stack framework, spanning infrastructure, platform, applications, and AI. By combining SAP’s sovereign controls with an open-source foundation, it delivers flexibility and innovation while meeting the highest sovereignty standards. Customers would be able to choose from a range of deployment models, including SAP Sovereign Cloud On-Site in customer data centre, and a hyperscaler-based option in partnership with Amazon Web Services (AWS) ensuring full alignment with their (clients’) sovereignty and operational requirements.

Bengaluru, Gurugram to spearhead sovereign cloud deployments
SAP leadership said dedicated teams, comprising only Indian nationals, in Bengaluru and Gurugram would spearhead the sovereign cloud initiatives for India.
Oliver Beck, Chief Technology Officer, SAP Sovereign Cloud said, to start with, the company has already put together a team of 35 people, and strength of the teams would grow in treble digits in three years.
SAP currently has Sovereign Cloud offerings in 10 geographies, including the U.S. and Europe, and the enterprise software major has earmarked an investment of €20 billion to support the global rollout of Sovereign Cloud offerings.
