Kerala Lok Ayukta has issued show cause notices to the Vice-Chancellor and the Registrar of the Calicut University seeking to know why prosecution proceedings shall not be initiated against them for “deliberately choosing not to appear” before the forum.

The Division Bench of the anti-corruption forum issued the order the other day on a complaint filed by a former employee of the university on his pension fixation. The forum had also ordered an investigation into the complaint.

Though the forum issued summons to the V-C and the registrar on two occasions, which were duly signed and accepted, the officials, for reasons best known to them, deliberately chose to absent themselves from proceedings. Neither the officials nor their authorised representatives turned up on the two occasions on which the case was posted. The conduct of the senior public functionaries does not convey a good message to society at large and detracts from the standards of accountability expected of persons holding high office, noted the forum.

The Lok Ayukta is vested with the powers of a civil court while trying a suit under the Code of Civil Procedure, for investigations. The agency has powers to summon and enforce the attendance of any person and to examine him on oath, the order noted.

The agency posted the case for November 26.
