Govt submits panels for V-C appointment at KTU, DUK

The State government submitted panels of nominees to be considered for appointment as interim Vice-Chancellors of APJ Abdul Kalam Technological University (KTU) and Digital University Kerala (DUK) on Tuesday in light of the Kerala High Court order on temporary Vice-Chancellors.

According to official sources, the panel proposed by the Higher Education department for KTU comprises Director in-charge of Technical Education Jayaprakash P., former KTU Registrar A. Praveen, and Sajeeb R., Professor, Civil Engineering, TKM College of Engineering, Kollam.

A panel submitted by the department last year had included both Prof. Jayaprakash and Prof. Praveen. Former Syndicate member Vinodkumar Jacob, who was also part of the panel, has been omitted on the new list.

The details of the list submitted by the Electronics and Information Technology department for the Vice-Chancellor appointment at DUK are yet to be known.

Higher Education Minister R. Bindu urged the Governor to adopt necessary action in a democratic manner. She added that any approach where the State government is denied any say in appointing Vice-Chancellors is autocratic, she told mediapersons.

Raj Bhavan, on the other hand, is mulling over moving the Supreme Court to “seek clarity” in the judgment. While it has been examining legal advice on the matter, Raj Bhavan could raise the contention of the University Grants Commission Act and its regulations having precedence over State university laws. A counsel could also be sought on the criteria of appointing temporary Vice-Chancellors, sources said.

Raj Bhavan had appointed K. Sivaprasad and Ciza Thomas as Vice-Chancellors in-charge of KTU and DUK respectively on November 27 last, ignoring the panels submitted by the State government.
