The State Cabinet gave the nod for the draft Kerala privately held excess land (regularisation) Bill on Saturday.

After digital resurvey was launched in the State in 2023, excess land was found in most land parcels as digital surveys were more accurate than earlier chain surveys. It is estimated that over 50% of the nearly 3.74 crore land parcels in the State will have excess land.

Government puramboke, land acquired by the government, and land vested with the government are surveyed first and only then private land surveyed. Excess land found during private resurvey will be regularised.

The Revenue department in January issued an order that in such cases, once it was ensured that the excess land was not government land, mutation was done for the entire land and tax accepted.

The Bill is intended to provide proper documents for the excess land in possession.

According to the Bill, the excess land should be within land fully in possession of an individual and for which tax is paid and whose boundaries are undisputed. Government land will not regularised as per this Bill.

The Cabinet also gave the nod for the draft Kerala Industrial Single Window Clearance Boards and Industrial Township Area Development (Amendment) Bill, 2025; draft Kerala Municipality Act (Amendment) Bill; and the draft Kerala Panchayat Raj Act Amendment Bill.
